A packed gutter is habitat: wet cover, standing water and a warm roof edge above it. Empty it and the whole setup is gone.
Here is what we actually find at the roofline on Valley homes. Paper wasp nests tucked up under the drip edge where the gutter meets the fascia. Mud dauber tubes on the back face of the trough. Rat runs worn through the debris, usually on the shaded side of the house. Soffits and fascia protected. The fascia board is what your gutter is nailed to, and the soffit is the vented panel behind it. Once water backs up behind the trough, both stay wet. Soft fascia will not hold a spike, so the run sags, and moisture works behind the siding and into the eave.

Honest limit: cleaning gutters is prevention, not pest control. If you already have rats in the attic or an active hive inside a wall, you need a licensed pest company for that part. Once a year is enough if you have no trees over the roof and a steep pitch that sheds on its own. Here it composts in place and packs into a dam right at the drop outlet.
Twigs are the other quiet problem. They bridge across the trough, catch everything else coming down the roof, and hold water behind them. A gutter full of soaked debris gets heavy fast, and that weight is what pulls hangers out of the fascia. Once a run starts pulling away from the house, it damages the gutter, the fascia and the siding underneath at the same time.
Signs it is already overdue: water sheeting off the front edge in a rain instead of running out the downspout, dark stripes on the stucco under one spot, plants growing out of the trough, a run that visibly sags in the middle, or a downspout that stays dry during a storm.
