Most cities and counties prohibit wash water from entering the storm drain system, and they enforce it on their own buildings the same way they enforce it on a private business. In practice that means drain inserts or berms at every inlet inside the work zone, a vacuum recovery system pulling the water back off the surface, and disposal to sanitary sewer with the agency's permission or hauled off site. Detergent selection matters here too, and so does hot water, because heat lets a crew clean with less chemistry in the first place.
Graffiti response is the single most requested item on public property, and turnaround is the whole point of it. Tagging that stays up invites more tagging, so the value is in getting there quickly rather than in a perfect result on the first pass. Method follows the substrate. Painted block and metal usually clean with a solvent gel and a pressure rinse. Bare masonry, unsealed block and tilt up concrete are harder, because pigment wicks into the pores and chasing the last shadow can damage the wall more than the tag did.
